Empowering Borno Youth: The European Union through Social Action Led Dynamic Youth Policy Advocacy Workshop in Maiduguri

MAIDUGURI, BORNO STATE, NIGERIA – Social Action, has empowered 55 young leaders from across Borno State to become effective advocates for policy change, human rights, and democratic participation, in the framework of the INCLUDE NAIJA project, an initiative co-funded by the European Union. At a two-day intensive youth policy advocacy workshop held in Maiduguri recently, participants were provided with essential knowledge, skills and networking opportunities, with emphasis on practical strategies for engagement and understanding policy frameworks.

The workshop, themed “Strengthening Youth Policy Advocacy, Human Rights, and Democratic Engagement”, aimed to address challenges faced by Nigerian youth in participating in policy-making and democratic processes, such as limited access to information and insufficient capacity. It provided

Participants, including students, activists, representatives from youth-led organizations, and even a son of the sitting governor of Borno State, Abba Umara, engaged in interactive sessions covering understanding policy advocacy, human rights education, and democratic engagement. Key topics included an overview of Nigeria’s National Youth Policy (2019), fundamental human rights principles, and techniques for community mobilization.

Hajia Yabawa Kolo, Permanent Secretary, Ministry of Women Affairs and Social Development, Borno State, chaired the workshop and delivered a compelling welcome address on “Why the Youth Should Get Involved in Policy Advocacy,” emphasizing the critical role of youth in nation-building and the need for their voices to be heard in policy formulation. Mr. Isaac Botti, the Programs Coordinator, stressed that a better society cannot be achieved without active youth involvement, especially in democratic engagement and decision-making.

Facilitators included Professor Abubakar Muazu and Dr. (Ms.) Rahila Jibrin from the University of Maiduguri, Comrade Hauwa Mustapher of Tubali Consult, and Comrade Edem of Green Concern for Development (Greencode). Mr. Yusuf Mustapha, the Borno State Director of Youth Empowerment, was also present and pledged his support to the youths, informing them that the National Youth Policy is currently under review in Borno State.

The workshop concluded with participants presenting their advocacy plans and receiving feedback. Recommendations for the way forward included establishing mentorship programs, strengthening partnerships between youth organizations and government agencies, organizing follow-up sessions, promoting youth-led research, and advocating for increased youth representation in governance. Hajia Yabawa Kolo and Mr. Yusuf Mustapha both pledged their support to facilitate youth access to government officials and further engagement.
